Defence estates

A completed facility can still be unusable.

M4Forge connects estate evidence, security, technical design, delivery and operational acceptance. Power, water, access, data and maintainability are treated as conditions of capability, not late construction details.

01 / What the asset must enable

What stops, degrades or becomes unsafe if this infrastructure is unavailable?

A small estate package can carry a large operational consequence. The brief needs to state the activity it supports.

  1. 01Power and resilienceCapacity, redundancy, isolation and recovery matched to the equipment and activity being supported.
  2. 02Water and fire systemsPotable, process, drainage and fire-protection services proven for intended use and occupancy.
  3. 03Secure access and logisticsControlled routes and time windows for personnel, materials, emergency response and maintenance.
  4. 04Data and communicationsPhysical routes, power and connectivity available when operational systems enter service.
  5. 05MaintainabilityIsolation, access, lifting, replacement routes, spares and usable records for safe intervention.
  6. 06Authority to useTests, information, training, defects and residual actions tied to an agreed acceptance route.

02 / The live-estate condition

Plan the work around operations that must continue.

  1. 01Test the estate recordDrawings and databases have a source, age and confidence. Material gaps require investigation or a controlled assumption.
  2. 02Plan around retained operationsPhasing, temporary works, isolations and access arrangements need to protect the activity that continues around the project.
  3. 03Security changes deliveryInformation, personnel, access, logistics and systems requirements can alter both design and mobilisation.
  4. 04Name the decision ownersSponsors, users, maintainers, security teams and suppliers may own different parts of the same asset decision.

03 / Representative situations

Three problems a defined appointment can address.

These are service scenarios, not M4Forge case studies or statements of completed client work.

Illustrative scenario 01

Utility resilience before approval

Network condition, future demand, isolation and continuity are not yet sufficiently evidenced to support investment approval.

Illustrative scenario 02

Technical facility before design issue

Design is progressing, but services, secure access, maintenance routes and acceptance responsibility are not aligned.

Illustrative scenario 03

Package before mobilisation

Scope is agreed, but access, phasing, testing, records and handover need to be planned around a live estate.

04 / Estate recapitalisation

Infrastructure is a readiness condition, not an estate afterthought.

The 2025 Strategic Defence Review links longstanding estate underinvestment with capability planning that has not always accounted for infrastructure requirements and costs. The 2026 Defence Investment Plan allocates £22.7 billion to Defence Infrastructure and Estate over four years.

The buyer task is to turn that policy intent into projects that can be approved, procured, delivered and accepted.

First project question

Which operational activity is exposed if this asset is late, restricted or unavailable?

Start with the activity, the estate dependency and the next project decision. Controlled site information can follow only through an agreed route.
