More estate funding raises the cost of weak project definition.
The Defence Investment Plan allocates £22.7 billion to Defence Infrastructure and Estate over four years. The allocation becomes operational value only through projects that are affordable, deliverable, ready to procure and capable of being accepted into use.
01 / Published facts
The £22.7bn allocation covers far more than capital works.
Figures are from the UK Government Defence Investment Plan, published 30 June 2026.
- £297.7bn
- Four-year MOD budget profile
Planned Ministry of Defence expenditure from financial year 2026/27 to 2029/30. The Plan states that this is not the entirety of UK Defence spending or capabilities.
- £22.7bn
- Infrastructure and Estate
The four-year allocation covering a broad mix of estate activity, including facilities management and accommodation.
- £2.0bn
- Infrastructure efficiency
The Plan's infrastructure efficiency commitment across the same four financial years.
- Nearly £1bn
- External Assistance reduction
Planned expenditure removed over three years, including consultancy.
02 / The buyer test
The spending profile tightens the test for every external appointment.
The total spans housing, facilities management, overseas bases and technical works delivered through different organisations and commercial routes. At the same time, the Plan requires new work to be affordable and deliverable, and reduces planned External Assistance expenditure.
The practical case for support therefore needs a specific decision, bounded role, tangible output and visible completion condition.
03 / M4Forge interpretation
The Plan raises ambition. Individual projects still need an affordable, deliverable basis.
- 01Immature definition transfers uncertaintyFunding does not remove the need for a supported requirement, site evidence, a realistic cost and programme basis or an approval route.
- 02External assistance needs a defined resultSpecify the decision, output, timescale and completion condition before appointment.
- 03Late estate discovery consumes programmeUrgency reduces the tolerance for discovering services, access, security or continuity constraints after procurement.
- 04Efficiency claims need a defined baselineA claimed saving needs a scope, baseline and owner. Reduced resilience or maintainability can transfer cost rather than remove it.
- 05Measure UK value against real work packagesSupplier participation, skills and attributable outcomes have to be designed into real work packages and measured after award.
04 / Integrated consultancy
Use the next material decision to set the appointment.
A commission can begin at one decision point and retain a traceable basis through later phases where continuity adds value.
- 01Definition and business caseMandate, estate evidence, options, commercial and financial basis, governance and recommendation for the next approval.
- 02Design and technical integrationRequirements, interface schedule, coordinated information, recorded decisions and acceptance criteria for the agreed stage.
- 03Delivery and operational readinessProcurement, mobilisation, delivery controls, commissioning evidence, transition and information required for acceptance.
05 / Before the next gate
Five checks before an estate need proceeds to approval or procurement.
- 01Operational purposeWhat activity does the proposed asset enable?
- 02Estate evidenceWhich material facts remain assumed or unverified?
- 03OwnershipWho owns the technical, operational, security and commercial interfaces?
- 04MobilisationWhat must be true before the work can be procured or started?
- 05AcceptanceWhich tests, records, training and authority are required before use?
